I possitively believe this wont work if the mods arent in the data folder so : navigate to your steam workshop content here: "Steam\steamapps\workshop\ : content", inside the "content" folder you will find a bunch of folders named : with numbers, depending on how many games and mods you have installed these : will change in quantity.
